Engineer Sector

The Dzongkhag Administration Sector is headed by the District Engineer and is directly under the Administrative control of Dasho Dzongdag.

The Department of Urban Development and Engineering Services (DUDES) is the parent department within MOWHS with the explicit responsibility for the Dzongkhag Engineering Sector (DES) in the Dzongkhag.

The RGOB and the Dzongkhag gives a high priority to rural in fracture development as a means to improve the economic growth of the rural population. The developmental activities consist of roads/track, BHU, outreach clinics, RNR centers, and Geog centers/Gup office, Suspension bridges, Schools and other urban infrastructure constructions.

Therefore, the implementation of this infrastructure in the Dzongkhag is a joint responsibility of the national level sector Ministries and the Dzongkhag Engineering Sectors in the Dzongkhag.

During implementation there are four main stake holders. 1) DUDES and Dzongkhag Engineering Sectors, 2) Sector Ministries 3) Contractor and 4) Communities. At all levels there are constraints related to capacity and co-ordination. At the Dzongkhag level the main constraint is the limited implementation capacity includes ambitious sector plans and a low capacity in terms of engineering manpower and structural constraints related to management, planning, environmental clearance, community mobilization, work supervision and maintenance of rural infrastructures.

Therefore, it is necessary to strength the DES capacity in the Dzongkhag not only by deploying more engineers but increasing training improved management and better use of available resources.

Work Distribution
Dzongkhag Construction Project:- The new Dzong construction is looked after by Mr. Lhaten Dorji, Project Engineer. Under him there are one Junior Engineer (Electrical), Ranger (Timber incharge) and 3 Lajabs. The supervision is done jointly along with the consultant’s engineer and Zopen. The work progress is approximately 50% and presently there are 175 nos labors (Skilled & Unskilled) working at site. The progress is satisfactory.

Damphu Municipal Corporation
It is looked after by Mr. Dorji Khandu (Project Engineer). Under him there are one JE (Civil), one electrician, one plumber on contract basis, Building Inspector and a Surveyor. He is also assisted by one Municipal Specialist stationed at Gelephu. Presently DMC is looking after the Pawakhola town water supply and solid waste disposal land filled site executed through the contractor. Beside that the structure plan for Damphu town has been forwarded by the Department of Urban Development and Engineering Services and any town activities are carried out as per the structure plan. The construction within the municipal boundary is freezed at the movement as the local area plan is yet to be finalized and approved.
