Vision In line with the Education Policy, Tsirang Dzongkhag Education Sector by 2013 will strengthen educational facilities, improve the quality of education and strive towards becoming self sufficient for admission from PP to XII, contributing towards achieving the goal of providing universal access of Basic Education of 11 years.
CURRENT STATUS - 2006 The Dzongkhag has one Higher Secondary School, one Middle Secondary School, two Lower Secondary Schools and seven CPS, totalling to nine Schools with 4060 students and 104 teachers out of which 12 are Expatriate teachers. Highlights of the year -2006
His Excellency, Minister for Ministry of Education visited Mendrelgang MSS construction site twice- once in April and once in November. His Excellency, The Minister, MOE also commanded that Mendrelgang LSS should be upgraded to MSS with boarding facilities from 2007 academic year. Director, Department of School Education visited Damphu HSS, Goseling CS and Mendrelgang MSS construction site. Dasho Zangley, Vice Chancellor, Royal University of Bhutan visited Damphu HSS and the new VTI site. Established Goseling CPS in March 2006 with 38 students and a Head teacher. To promote Transparency, accountability and efficiency in management, a workshop for Heads of Schools on “Development of Policy Document in schools”, resourced by DEO, Sarpang was conducted in the beginning of the year. Based on this, the Schools developed School Level: Discipline policy, admission policy, SDF policy, Leave policy, assessment policy, promotion policy, Student Support Services policy and Professional Development Policy.
Clusters for DLMSS for schools and NFE centers were also formed in the beginning during the Dzongkhag Education Conference. As per the need expressed by the Heads, Parenting w/shop for Mendrelgang LSS and Tsirang toe LSS teachers was conducted by Focal teachers of Damphu HSS. Store Management W/shop for Office Assistants resourced by store Keeper, Damphu HSS was conducted. Completed one round of DLMSS in the schools. Choeshay Program by Yangpoi Lopen in Damphu HSS. Choeshay Program by Lam Neten in all the schools. Coordinated Regional BULT Course for scout masters. Four scouts of Damphu LSS organized Cubs’ camp at Damphu LSS during the summer break. Coordinated the Regional Games & Sports Meet. Non Formal Education centers increased from 22 in 2005 to 32 centers One new aqua privy toilet completed at Damphu LSS. Administrative block at Damphu LSS completed. PP admission for 2007 Academic year completed. Site for relocation of Salami CS & Gosiling CS in the 10th plan identified. Site for establishing CS in Tsholingkhar identified. 10th Plan for Tsirang Education Sector documented.
MAIN CONSTRAINTS Lack of teachers so Teacher- Student ratio very high. (Requisition for trs submitted to Personnel Section) Classroom – student ratio high. Shortage of human resources – just the DEO and ADEO in the Education sector and so difficult to monitor schools, carry out financial and administrative work. Inadequate financial resources – to carry out any professional Dzongkhag Based In-service Programs
STRATEGIC PRIORITIES – 2007 ACADEMIC YEAR
• Conduct the Dzongkhag Education Conference and present the concept of Child Friendly School and School Self Assessment, resolutions of the 10th Annual Education Conference and set target in accordance to the Performance Management System. • Complete at least two rounds of monitoring & support services. • Strengthen youth programs such as scouting, Games and sports and counseling. • Establish two community schools – one at Barshong and other at Gopini and increase the intake capability and reduce the classroom – student ratio. • Up grade Mendrelgang LSS to MSS and reduce the pressure in Damphu HSS in Cl. IX and increase the intake in Cl. XI. • Institute boarding facility in Mendrelgang MSS to take in students from Tsirang Toe & Beteni. • Construct additional aqua privy toilet and Trs’ toilet at DLSS from savings – Materials already received from PHE, MOH. • Need to coordinate with the public and identify a site for establishment of school in Phuntenchu gewog.
